A Bigger Team, Improved Technology and a More Mature Development Pipeline Could Shorten Rockstar’s Future Production Cycles

Rockstar Games believes its next major project will take considerably less time to develop than Grand Theft Auto 6, pointing to the technology, production tools and expanded workforce built during the game’s creation. After years of development on one of the industry’s most anticipated releases, the studio says it will be able to build on that foundation rather than start from scratch.

In a wide-ranging interview with Bloomberg, Rockstar leadership outlined how the company has grown since the release of Red Dead Redemption 2 in 2018. The studio’s workforce has more than doubled, reaching 4,711 employees across 12 offices in 2026.

Of those employees, 4,020 work in development and quality assurance, while another 690 work in publishing. That scale reflects the resources required to produce GTA 6, but Rockstar believes the investment could also reshape how it approaches future games.

“The engine, the tools and the team we’ve built during this project will allow us to do things more quickly,” said Phil Hooker, Rockstar’s co-head of development.

The statement offers an important glimpse into Rockstar’s longer-term plans. GTA 6 is not simply a major release in its own right; according to the studio, it is also helping establish a technical and organisational foundation that could make subsequent projects more efficient.

GTA 6 Could Become the Foundation for Faster Development

Rockstar’s ambition is not necessarily to make every future game larger than the last. Hooker described an approach that would allow the studio to expand creatively without continually increasing the scale of its productions.

“I feel confident that we can build on top of this and go more sideways than upwards to build more compelling content,” he said.

That distinction is significant. The development of major open-world games has increasingly involved expansive environments, sophisticated simulation systems, detailed animation and complex interactions between gameplay elements. Scaling every aspect of a game upward can create enormous production demands, even for a studio with Rockstar’s resources.

Building on established technology could allow developers to reuse and improve underlying systems rather than recreate them for every project. Better internal tools and more experienced teams could also reduce friction during production, potentially allowing more time to be spent on new mechanics, storytelling and creative experimentation.

However, Rockstar has not provided a development timeline for its next game, nor has it identified which project will follow GTA 6. Its comments express confidence in the studio’s capabilities rather than a commitment to a specific release schedule.

The real test will be whether those improvements translate into meaningfully shorter production cycles without compromising the level of detail and polish associated with Rockstar’s biggest releases.

Rockstar’s Workforce Has More Than Doubled Since 2018

The numbers illustrate just how much Rockstar has expanded. When Red Dead Redemption 2 launched in 2018, the company employed 2,441 people. By 2026, that figure had risen to 4,711 across 12 offices.

The growth reflects the complexity of developing GTA 6 and maintaining the wider business around it. Thousands of employees are now involved in development and quality assurance alone, alongside teams responsible for publishing and other operations.

A larger workforce can distribute responsibilities across more specialists, but it does not automatically make a project faster to complete. Coordinating thousands of people across multiple offices brings its own challenges, particularly when a game relies on tightly integrated systems and consistent creative direction.

Rockstar’s emphasis on its engine and tools suggests that its strategy is not based solely on hiring more people. Instead, the company believes the combination of a larger team, accumulated experience and improvements to its development infrastructure can help future projects move more efficiently.

That distinction matters for an industry in which budgets and development schedules have grown alongside technological ambition. If Rockstar can reuse more of the systems created for GTA 6, it may be able to direct more of its resources toward new experiences instead of rebuilding the foundations of each game.

GTA 6’s Delays Show Why Rockstar Refuses to Rush

The promise of faster future development comes after GTA 6 experienced multiple schedule changes.

The game was first announced in 2023 with a planned 2025 release. Rockstar subsequently moved the launch to May 26, 2026, before announcing a further delay to its current scheduled date of November 19, 2026. The successive changes are documented in coverage of the original reveal, the first release plan, the 2026 postponement and the latest delay.

Rockstar’s head of publishing, Jennifer Kolbe, recalled informing Take-Two Interactive CEO Strauss Zelnick about the delays. According to Kolbe, his initial reaction was disbelief, but he understood the reasoning once the team explained why additional time was necessary.

Kolbe also acknowledged that many development teams do not have the same freedom to delay a game. In her view, being forced to ship before a project is ready can result in an experience that falls short of expectations.

That concern reflects a familiar tension in big-budget game development: publishers need predictable schedules, while developers need enough time to finish and polish increasingly complex products.

Zelnick has previously said he was not worried about the business impact of GTA 6’s delay. He argued that taking additional time to polish a game can be the right decision for consumers, provided the release remains within the relevant financial year.

For Rockstar, the implication is clear. Faster development in the future would be valuable, but not if it meant abandoning the quality standards that have become central to the company’s reputation.

Leaks Have Changed How Rockstar Protects Its Games

The Bloomberg interview also addressed the security challenges surrounding GTA 6. Rockstar suffered a major breach in September 2022, when a network intrusion resulted in approximately 90 videos showing the game in development being shared publicly.

Aaron Garbut, co-head of Rockstar North, described the experience as deeply invasive. Seeing unfinished work distributed outside the studio, he explained, was emotionally difficult because those early versions were never intended for public viewing.

The incident had consequences for how Rockstar manages its development environment. The company subsequently strengthened security measures, and in April 2024 it ended remote work for staff, according to reports on Rockstar’s return-to-office policy.

Kolbe suggested that maintaining a game across numerous environments would create security concerns, particularly when the project is such a high-value target. The policy highlights the difficult balance between protecting sensitive material and giving developers flexibility over where they work.

The issue has not disappeared. Rockstar is now dealing with another reported leak involving a group that appears to possess a build of GTA 6. The group has reportedly circulated footage and threatened to release a much larger portion of the game, including its story mode, unless Take-Two meets its demands. Recent developments have been covered in reports on newly circulating gameplay and assets and the threat to release an alleged full build.

These incidents create additional pressure during an already demanding production. They also help explain why Rockstar treats security as a fundamental part of its development operations rather than a separate administrative concern.

The Next Challenge Is Making Rockstar’s Scale Sustainable

Rockstar’s confidence about future development timelines rests on a straightforward proposition: the company should not need to repeat every part of the process that went into GTA 6.

A mature engine, improved tools and an experienced workforce could allow future teams to build on existing systems, potentially reducing duplicated work and giving developers more freedom to explore different creative directions.

But the studio’s comments should not be interpreted as a promise that its next game will arrive within a particular number of years. Large productions remain vulnerable to changing ambitions, technical problems, coordination challenges and the demands of final quality assurance.

Nor does Rockstar appear to be suggesting that future games will necessarily be smaller or less ambitious. Hooker’s remarks instead point toward a different kind of growth: exploring more creative possibilities without relying exclusively on ever-increasing scale.

GTA 6 may ultimately be judged not only by the game Rockstar delivers, but also by the development foundation it leaves behind. If the studio can turn that investment into more efficient production, its next major release could benefit from years of technical and organisational work already completed. The challenge will be proving that faster development and Rockstar-level polish can coexist.
